They often come from MS Office apps, especially Outlook. Other apps can create recovered files too, usually when a document/file gets corrupted or the app is Force Quitted, it crashes or is closed accidentally. There's not much you can do about recovered files, just delete them.

I get the same recovered files in trash each time I edit a numbers / pages that are stored on my iCloud. Neither app has crashed. I just disregard this and carry on.
