I'm experiencing a similar problem with this 10.8.4 update.
I have a 2010 white macbook and an LG 23EA63 external monitor. I had no issues whatsoever with 10.8.3, but when I updated my system to 10.8.4, the computer began booting in safemode and then the external monitor would start showing flashes of light of approx. 2-3 inches randomly across the screen.
These problems only occur when using the external monitor. If I unplug it and start my computer with the built-in screen only, then I have no issues.
I read in another post that a guy solved it by switching to an original Apple Minidisplay-to-VGA adapter. He was using an alternative brand before, that apparently the new 10.8.4 update didn't recognize. I'll try with that and let you know how it goes.

You can also try booting into the Safe Mode to see if the problem is there also. Shut down the computer and then power it back up. Immediately after hearing the startup chime, hold down the shift key and continue to hold it until the gray Apple icon and a progress bar appear. The boot up is significantly slower than normal. This will reset some caches, forces a directory check, and disables all startup and login items, among other things. If the system operates normally, there may be 3rd party applications which are causing a problem. Try deleting/disabling the third party applications after a restart by using the application unistaller. For each disable/delete, you will need to restart if you don't do them all at once.

Update: I bought an original Apple Mini Displayport to VGA adapter and that solved the flickering/flashing issue I had.

I am running 10.7.5 on a 11" Macbook Air with a SyncMaster PX2370 using an HDMI with an additional Thunderbolt to HDMI adapter. I recently starting getting the flicker, blue screen on my Mac, white snow, black out on my ext. screen. All the common symptoms - driving my crazy turning the Mac on/off, plugging and unplugging the HDMI cable to get the Mac to recognize the ext. monitor.
Bottom line I figured I was adding to the complexity of the problem w/ the adapter to the HDMI, etc.
Fix: I ordered a single cable (HDMI to Thunderport aka Mini Display) for $11.95 on Amazon and that has completely FIXED the problem.

I shouldn't have to purchase anything to get to work what was working before the update.
