Based on the response from the Qualys site and the presence of the Java console and related details when you access the failing site, your Java installation is working.
The Java website you're attempting to access is likely broken, or is incompatible with the version of Java you're using.
Whether or not the folks you're chatting with understand OS X is interesting, but largely irrelevant. The responses you're reporting from them also implies they have little idea how Java works, as Java is intended to allow the same code to run everywhere; it's platform-independent.
OS X 10.6.8 is using Java 6, and specifically Java 188.8.131.52:
$ java -version
java version "1.6.0_45"
Java(TM) SE Runtime Environment (build 1.6.0_45-b06-451-10M4406)
Java HotSpot(TM) 64-Bit Server VM (build 20.45-b01-451, mixed mode)
They'll need to have a chat with whomever is maintaining their web site (if the file has gone missing or such), or with whomever is maintaining their Java code (if the code is broken, or is possibly depending on some platform-specific features or extensions somewhere).

Quick answer to your question re browsercheck - yes it does show the same as the one you show!
Then, you're running Lion or Mtn Lion, since Java SE 7 isn't qualified for Snow Leopard. Go to http://www.java.com/en/download/testjava.jsp and this is what you should see if the latest SE 6 is installed for Snow Leopard:27" i7 iMac SL, Lion, OS X Mountain Lion (10.8.4), G4 450 MP w/Leopard, 9.2.2
