Well, I resorted to a workaround. I downgrade my Windows iTunes to 10.7, and I was able to sync Outlook via iTunes despite also wanting to use iCloud. I can still sync everything else well on my Mac iTunes 11.
I probably won't be able to use the old iTunes on Windows once iOS7 is on my devices, though.
So, I'm still looking for a permanent solution.

Since I upgrade to iOS7, I had to upgrade to iTunes 11.1 of course, which means my workaround is no longer effective. So now I'm stuck with a useless iPad, because again I only have the option to sync Contacts with iTunes -or- with iCloud, unlike the iPhone, where I can continue to sync both Contact (and Calendar) groups.
Anyone ever figure out a solution to this? I do NOT want to merge my Outlook (professional) contacts with my iCloud (personal/family) contacts.
Thanks for any insight.

Didn't it keep syncing with both iTunes and iCloud even after installing iTunes 11? (PC or Mac?)
Ever since iCloud came out in 2011 I've had a configuration where I sync some calendars with iCloud and one with Outlook via iTunes. Until today I didn't even realize they had removed the option from iTunes after 10.7 because I think it kept working even after the upgrade. (I guess the new UI wouldn't let me select that option, but since I already had it configured, I think it kept working that way.)
However, today I cycled my iCloud calendars off and then back on again to solve a different problem and then I was unable to turn on syncing with Outlook again. I stumbled across this article and it all came together: "iTunes 10.7 or earlier will allow you to enable iTunes sync for Calendars even if you are already using iCloud Calendar on your computer."
Since I think it was working even under iTunes 11, I'm considering restoring from a backup from a couple of days ago to see if that will restore the configuration I had. But you're making me wonder if that will work.
