Yes, if your printer is AirPrint compatible. Check this Apple support document:
If your printer is not AirPrint compatible, you still might be able to print from the iPhone and iPad if you install an App like Print Central.

As I understand AirPrint, iPad connects directly to a compatible wifi enable printer. I'm asking why iPad cannot print to a shared printer connected to the USB printer port on the Apple airport.

airprint protocol is wireless only.. they take the air part of it seriously. It will not work via USB.
