click on one of the labels, this will select the whole graph
click on the label again which will select the labels
inspector > graphic > deselect the shadow tick box

Gary - that was my first thought too, but that tick box is not ticked. So according to both the graphics tab and the chart tab, the shadows are disabled - but the shadows remain.

So even if your "shadow off" image, there is still a black (dark gray maybe) shadow below the text. That's what I can't get rid of.

I did not realise this needs to be a two stage process to remove shadow completely.
this needs to be performed in the following order:
1 - select the labels
2 - show fonts: format > fonts > show fonts (command T) click the shadow button to deselect shadow
3 - Inspector > Graphic > deselect the shadow tick box
