Apple will not assist you in locating a stolen phone. They won't even assist police most of the time.
If the phone is dead you'll need to deactivate it with your carrier. In iOS 7 it is rumored that some changes will be coming but there is nothing to be announced yet.
Ultimately you are responsible for the security of your devices.

If Apple made it possible for people to turn on their iPhones remotely they would have to restructure account security from the ground up. Conventional identification verification methods would not suffice. As it stands it is already simple enough for anyone who knows enough of your personal info to gain access to our account. If that same information could be used to remotely access your phone you would be opening yourself up to whole new level of threat.
...Although I suppose if you were really worried about security and privacy you could try taking better care of your "not cheap to replace" iPhone 5.
