That means the IMFileTransferAgent is not working properly.
You are seeing that in the File Transfer window but have not told anybody that you have opened this window for more info.
As Sig says the normal method is to drag a pic to the text field in the Messages main window and then hit enter to send.
You are obviously getting the pic in this field somehow and are hitting the enter button to send.
Open Applictaions/Utilities and launch Activity Monitor.
Does this show the IMFileTransferAgent item ?
It should not actually show as when it is working properly it should flash up so fast that you may not be able to read it. (think of it as a function that last only as long as the send command).
If it is "stuck" then appears in the list of running apps and functions.
Highlight it and use the quit option top left (Confirm Force Quit)
This is likely to allow incoming ones to arrive.
Outgoing ones may need sending again.
The exact cause of this issue is not yet known so this is not a permanent fix.
If you see the URLFileTransferAgent listed you have an AIM or Jabber account issue and not one with iMessages.

You should only see one of the Processes (the IMFileTransferAgent if it is an iMessages send) but you seem to be reporting seeing processes, pural.
If behaving normally the process should appear and then disappear - but it is also true that at this point the file or pic should be sent.
There have been suggestions that the "put Containers" messages is one about not finding a storage space on a server to hold the file until it can be sent.
For instance the iPhone you are sending to may not be on a WiFi network so therefore the mesages are SMS and this involves the Carrier's servers for the sending or rather delivery of those messages.
In these cases the size of the pic may have abearing on what can be sent.

You have tried the things that would normally sort this issue out without messing with the OS or the app significantly.
If you have a backup and it is from the Current OS and from a time when the app was working you could try restoring the app back to that "version".
As it is likely you have updated to OS X 10.8.4 in between the Backup version may not be suitable due to the fact Messages gets updated from time to time in some OS updates.
Whilst OS X did not offically change the version number for Messages the blurb on the update did say it was supposed to "fix" one issue to do with why iMessages end up out of order.
As it is unclear whether this is an OS change or a ancillary part of Messages I would tend to go for the complete restore of the OS
In some cases it has been found that downloading the COMBO version of an update and installing that over what you have can sort some issues.

Apple doesn't routinely monitor these discussions, so they likely will not post anything.
Send Apple feedback. They won't answer, but at least will know there is a problem. If enough people send feedback, it may get the problem solved sooner.
Or you can use your Apple ID to register with this site and go the Apple BugReporter. Supposedly you will get an answer if you submit feedback.

The iChat 3 through 5 version.
Having worked with iChat since iChat 2 though to Messages (version 7) and knowing the current methods of refreshing an App that can be used I still suggest a full Restore.
A Combo Install is a possible as is s known point of a Back up version ( if it happens to be at the same level as the current OS).
Although a full "restore" is a very windows way of doing things the current way Apple are working regarding storing Updates and the included Apple Apps means we are left with no choice.
