iPhone4S doesn't ring for Unknown calls

My iPhone 4S recently stopped ringing for Unknown callers. This is important as I am an emergency responder. In case it matters, my software version is 6.1.3.

    Does the call reach the phone, but not ring, or does it not reach the phone? Usually this means that your line is set up to block unknown callers; this is a feature of your carrier, not your phone. So start by contacting your carrier.

    That sounds like a Do Not Disturb issue. DND will only ring on calls that are in your Favorites. By definition "unknown" cannot be a Favorite. Try disabling DND completely. Settings/Notifications/ Do Not Disturb - turn Scheduled to OFF to completely disable it.

    Not that I'm aware of. I get Unknown calls all the time, much to my annoyance.

     

    Have you tried the basic troubleshooting steps of Reset, Restore, Restore as New?

    Reset: Hold HOME and SLEEP buttons at the same time until an Apple logo appears. This will take about 10 seconds, and you will not lose any data. It essentially reboots iOS.

     

    If this fixes the problem stop here.

     

    Restore: Connect to your computer. When the iPhone appears in iTunes click on its name, then click on the Restore iPhone button. This will back up your phone, then reinstall iOS and restore the backup that was just created.

     

    Restore as New is the same, but when prompted choose to set up the phone as New.
