If you mean can someone who finds a lost iPad can reset to factory settings, yes they can.
If you have lost your iPad, be sure and change all of your accounts passwords.

Yes it can be reset to factory condition. The iPad should still respond to Settings > General > Reset > Erase all content and settings, which puts it in factory condition. They can also attach to a computer with iTunes in recovery mode and restore to factory condition that way.

so by this time, lost mode will not help me to recover my stolen ipad, and also i cannot locate it anymore because they will use another apple account to disable my current apple account.

If it has been lost and someone has found it and reset it. Did you turn on Find My in Settings > iCloud on the iPad before it was lost? Is it registered in iCloud, and can you see it if you login to iCloud and click Find My Phone? That requires that the iPad be turned on and connected to the internet.
But be sure and change all of your different account passwords to protect yourself.

Wow - Way to go Apple. So lost mode is a joke!!!! My wife left my Ipad behind in a salon and we put it in lost mode hopping that it would be a brick so the person who found it would be incentivized to return it for a reward but now knowing that they can just reset it and have a new Ipad - why would anyone (other than decent people) return it!?!
Shame on apple for allowing the resetting of these expensive gadgets to be so easy. I am not asking apple to do any detective work, just don't allow the thing to be reset - I don't want my lost to be another gain.

hello, man I'm sorry for your lost, you must know that everybody that find or stolen your IPad, and you can left you without localize your device, if they change the Icloud count in general settings, but, if you do the next steps, there's no one that can change that and by consequently you before or after will find your loved device , so do the next simple steps...
go to setting- general- restrictions- Accounts- don't allow changes. easy right?
that's prevent adding, removing or modifying of your icloud and others mail accounts, contacts and calendar, you will see that icons en settings cant be available access or edited, like messages, facetime, icloud, accounts, twitter, facebook, flikr, vimeo, all these cant be access on settings.
Hope this help you to prevent another lost.
