Q: cannot sync iCloud from 2 accounts?

Once you associate a computer (or device) with an Apple ID by turning on iTunes Match, Automatic Downloads or downloading past purchases, it can't be associated with another ID for 90 days (see https://developer.apple.com/programs/which-program/).
You could try contacting iTunes store support to see if they could do anything fo you, but there's nothing you can do about this on your own. You can reach them here: http://www.apple.com/emea/support/itunes/contact.html.
