You won't be able to use iCloud to do this. Instead, use the Windows Migration Assistant, which will transfer the files you select from the PC to the MacBook over your network (either using wifi or ethernet). This article provides detailed instructions: http://support.apple.com/kb/ht4796. You will need to install the Windows Migration Assistant on the PC from here: http://support.apple.com/kb/DL1557. The Mac Migration Assistant should already be on the MacBook Pro in the Application>Utilities folder.
After the files have been successfully transferred, just use Time Machine on his Time Capsule to back up the files he wants to back up.

Sorry, I can't help you with a networking issue in connecting a Mac to a PC on your network. You could try posting your question over in the OS X Lion forum here: https://discussions.apple.com/community/mac_os/mac_os_x_v10.7_lion?view=discussi ons.
If your Mac is fairly new, another option is to set up an appointment with a nearby Apple store to have them transfer your data for you. I know they will do this for newly purchased Macs. You just have to bring both computers to them and leave them for a day or so.
