Is this a new setup or has it worked in the past and now stopped working?
Can Aperture import from other cameras (if you ave any)? How are your import settings set?
Have you tried running the Aperture repair library functions (hold the command and option keys down while starting Aperture)?
There are other steps to take to try and troubleshoot this but let's start with these.

My main camera (Nikon 1 J1) imports and loads the photos just fine. With the photos loading up on the import screen less than five seconds after I select the option to. It used to work a couple weeks ago, before the 3.4.5 update. I have repaired my library multiple times, and it doesn't seem to fix the issue.

I have an iPhone 4s, Aperture 3.4.5 and ML 10.8.4 and it is working OK . Haven;t heard anything about the last updates to Aperture messing up 5's but it is possible.
Until a user with a 5 comes along here you can try some basic things to try and narrow down the problem.
You already tried to repair the library so that's done. I'd suggest making a new empty library and trying to import from your phone into it. See if that works.
If that fails make a new user on your system, log in as that user, run Aperture on a new library and try to import from the phone.
Post back your results.

One thing I came across was that when I was trying to import from my iPhone into Aperture I had the "Raw+JPEG Pairs" in the menubar on the right set to "Import: RAW files only." That was probably a holdover from my normal workflow. When I switched it to include JPEG files, everything appeared.
