Start with contacting Apple Support, http://support.apple.com/kb/HE57 at the appropriate number for your location. They can advise on the status of that iPad, where it was supposed to be sold, etc. You can start to get an idea by looking at Settings > General > About > Model, see if that is coded AE or what which indicates the country it was planned for.
The iPads and iPhones do not carry international warranties. The warranty is only valid in the country of sale, and in this case if the iPad was imported to Saudi Arabia from another country and then resold, the warranty would only be valid in the original country of sale, not even in Saudi Arabia.
So talk to the Apple support staff and get their advice on how to proceed.
