You could try removing all the installed components manually and then try again (install, don't open but update right away).
According to the installer the files are located in:
/Applications/Remote Desktop.app (that one was hard to find )
/Library/Application Support/Apple/Remote Desktop/
(not sure if the following files tie into other parts of the OS so removing them may cause issues)
perhaps a permission repair after all parts have been deleted and a restart before trying again.

Thanks for pointing me in that direction. It got me to thinking about what gets installed where, and a search through Apple's support site led me to this support article which gave me the terminal commands needed to delete what Remote Desktop installed.
Once I did that, I installed ARD 3.2 again from disk, and immediately ran Software Update as you suggested. It allowed me to upgrade to 3.6.1. I launched ARD, but all the menu options were grayed out, so I rebooted and everything is performing beautifully now.
