My current aperture library is stored on both my computer hard drive and an external.
Do you mean, you have one library on the external and one on the internal drive? Or is your library split - the library on the internal and referenced originals on the external drive?
What do you mean?

Thanks for responding. To clarify, I have one library but I have many referenced originals on an external drive. I would like to move the originals back to my internal.

Select all images with referenced originals and than use the command "File > Consolidate Original".
That will move the referenced originals back into the Aperture library.
To select all referenced images at once, you may want to create a smart album (File > New > Smart album) with the added rule "File status: Referenced". Then select all images from that album.

To add one obvious observation to this, make sure you have enough space on the internal.
Remember you need to leave a certain amount of free space on the internal drive, assuming this is the boot drive, for the OS to work with. If you fill up the boot drive you will have lousy performance and possibly system crashes.

Thank you both for your quick and helpful responses. My library is now all stored on my internal drive.
