Unfortunately, it looks like VPP is only available in Australia, Canada, France, Germany, Italy, Japan, New Zealand, Spain, United Kingdom, and United States.
I know its not the answer you want to hear, but I hope this answers your question.

Basically, you go to the Apple Volume Purchase Program for Education Store and find the app you want. You select an app and how many copies you want…lets say 20 copies. You then download an Excel spreadsheet that includes 20 VPP Redemption Codes. You take this Excel file and import it into Apple Configurator. As you install the app using Apple Configurator, it keeps track of how many codes you've used. After you've installed it on 20 iPads, you will no longer be able to install the app on additional iPads unless you purchase more VPP codes.

I have the same problem here in Brazil.
I'm thinking of signing in VPP despite being in Brazil, because some apps that I need I have have found that is available in the U.S. Store VPP.
But I dont know if I could install Apps from US store using VPP and free apps from "BR iTunes store"
