I do not understand what you really mean? I do not understand how Thunderbolt has anything to do with it.
You can se an iPad as a second monitor for a computer with the appropriate app. It is done via wifi.

Found it. An app called "Air display". It does the job. Illass-Thunderbold display is the name of the new 27" monitor. I must have confused you... Yes, Air Display connects via wifi.
