First, setting up devices for multiple people and sharing an Apple ID for iMessage is not smart.
Second, the iMessage should be going to EVERY device linked to that Apple ID.
Sign out of iMessage on your husbands phone.
Create a new Apple ID for him and use that to sign into iMessage.
Ensure iMessage activates.
Send him a message, it should work now.
