Apple reccommends that you do this once per month. Other than that, it does not matter.

Do you mean to say that I should charge it when its less than 20% and then discharge it until it reaches 80%?

It is OK to charge it everyday irregarless of battery level. You should also almost fully drain (<20% ) then fully charge at least monthly.
Use iPod Regularly
For proper maintenance of a lithium-based battery, it’s important to keep the electrons in it moving occasionally. Be sure to go through at least one charge cycle per month.
