Q: ...why we can't buy music from Apple store in Croatia...?

I dont understand this limitation?

Most likely because Apple has not yet been able to negotiate the rights to sell music with the Croatian distributors. Apple can only sell what they can get the rights to, and those rights must be negotiated separately in each country.
