iPhone 4 battery replaced, turns on fine except when charging then restarts in loop?

Purchased an iPhone from someone local for "parts" because they couldn't figure out what was wrong. External water damage indicators tripped, internal are fine. Phone worked when plugged in, but stuck on connect to itunes screen. I replaced the battery, restored and it worked just fine. Once I tried to plug in the phone to charge as the new battery only came with 20% charge, it started doing a looping restart and now won't power on by itself when not plugged in? I have been using the same usb charger for all my devices for years, so there is no short in it to cause any damage. Anyone have any ideas if this could indicate further damage to the phone which needs to be replaced or repaired? Any help is appreciated, thanks!
