    If the iPhone you have was officially sold in either Saudi Arabia or the UAE, Facetime was by demand of the governments of those countries blocked at the hardware level, so Facetime will not work for you on that iPhone, ever. If you purchased your iPhone from an authorized dealer in another country, then see this troubleshooting information:

    I bought in Oman (Muscat) phone model MD297AE/A, also I check all setting, icon is not appear

    FaceTime is prohibited by your government. Even if you took the

    iPhone to a country where FaceTime is allowed, you will not be

    able to install it on that iPhone.

    The iPhone is not officially distributed in Oman, to the best of my information, so you need to find where the iPhone was orginally sold. The model number you gave indicates that it came from the KSA, but I'm not certain. If it was, again, officially sold in the KSA or UAE, you will not be able to use Facetime.
