If you purchased your iPhone from an authorized dealer in another country, then see this troubleshooting information:

iPhone to a country where FaceTime is allowed, you will not be
able to install it on that iPhone.

The iPhone is not officially distributed in Oman, to the best of my information, so you need to find where the iPhone was orginally sold. The model number you gave indicates that it came from the KSA, but I'm not certain. If it was, again, officially sold in the KSA or UAE, you will not be able to use Facetime.
