ARD not connecting over internet after remote computer rebuilt (HD failure)

I have been remotely managing a computer over the internet for several years (my father's).  Unfortunately, his HD failed recently, but while he was able to get his user files back, the system was a bare bones install.  I had my dad turn on remote management (which was off) allowing access to all users and even going into options to check the first 3 boxes (observe, control, show when...).  While this has worked in the past it did not work this time.  I had him use whatismyip to get his IP.  I've included his username (short) and password in the get info screen of ARD.  I get an error like this when I try to connect - which is weird because I just did what the error says!?:

When I go to "get info" on ARD for his computer and then go to the administrator tab it tells me that this computer is running software that is too old to support this feature, version 3.3....  I believe that he is running 10.8 (same as me).  I believe that the ARD client is built into 10.8.  Perhaps I need to have him look for any updates using the App Store?  I would have assumed that the ARD 3.6 client was part of the 10.8 install.  I've also done a port scan using the network utility and I see three ports open (ftp, rstp, arcp), but not the typical 3283/5900 for ARD.  Does anyone have suggestions?  He has rebooted several times with no changes.  Oh, one final piece of information - the "all computers" part of the ARD window only shows his IP address - it doesn't know his OS or ARD version.
