1. If it's a retail disk and not one which originally shipped with a Mac, yes. Note that it doesn't contain iLife or the Apple Hardware Test.
2. If there's nothing else wrong with the other two, yes. The drive doesn't need to come formatted for Mac OS X; it can be reformatted.

The short answer, yes. The long answer, it can be critical to possess the original disks to your particular machine. However, if you can get your hands on Leopard or depending on the machine Snow Leopard all you need is an empty hard drive and a DVD player and you can install from scratch.
