Your System Library is missing a dynamic library. This can be fixed by reinstalling your MacOS X on top of your current system. You can use the Combo Updater from the Support page: Download here: OS X Mountain Lion Update v10.8.4 (Combo)

Do you have Final Cut installed? That is known to install this incompatible Framework.
After restoring the framework by reinstalling Mt. Lion, don't reinstall Final Cut again. The old version will continue working.
