You will need a separate outboard modem, supplied by an Internet Service Provider (ISP) if you want to be able to provide an Internet connection to the AirPort router.
The ISP will charge you a monthly fee for Internet use, and may charge you for a modem as well.

I have a first gen Airport Express and an early (flying saucer) Airport Exreme if I need it. The location has no internet access, but all I want is to stream my iTunes albums from my iPad or iPhone. No inernet connection needed. The set up instructions say to connect to the internet via Ethernet (as I do with my home network), but obviously I cannot do that. Can I just use the Airport Express and the iPad together?
