The fact that your hard drive on your PC died should have nothing at all to do with the way your iPad can operate using iOS. iOS was already on your iPad. It contains interfaces to iTuns, iCloud, and it has a Safari app.
You may well have lost the ability to sync since you don't have a PC backup, but your iPad should still operate just as it did before your PC's hard drive crashed.
