Can't open a download in format file on MacPro os mountain lion?

Mac Pro, OS X Mountain Lion (10.8.3)

    The only time I see files is when a download is in progress or failed. Once the download has succeeded, Safari should remove the ".download" part of the name. (I don't know if that is a simple rename or some other transformation.) I think the ".download" is there to warn you off trying to use it.
