When I delete old photos I no longer need on my "Camera Roll",  I close the photo window than when I revisit my photos all the deleted ones are back?

I have iCloud. are they there? If so, how can I access iCloud to permanently remove them.

I also use photo stream from my iMac and same problem occurs in photo stream.

Where do I go to delete photos once and for all?

All my photos are backed up on iPhoto on iMac.

iPhone 4, iOS 6

Photos that start on "Camera Roll" when you take them on your iPhone are quickly sent to Photo Stream so they can be shared with your other devices.

Additionally, they are placed in an event in iPhoto that would have a name like "July 2013 Photo Stream".

So you would have to delete the photo from all these (3) places to permanently delete it.
