Assuming your phone is legitimately unlocked, which allows you to use any SIM card you want, once your phone is activated you do not need to reactivate it everytime you switch.
Was your phone legitimately unlocked? Or did you hack/jailbreak it to unlock it?

Did the receipt say unlocked? You can purchase an iPhone that
is contract free (not tied to a contract) but is locked to a specific
wireless carrier and such iPhones are the same price as iPhones
that are unlocked. Look at your receipt for the word 'unlocked'.
What does it say when you look at Settings=>General=>About=>Carrier?

Hmmm. I switch between 5 SIMs all the time, and I do not have to 'activate" the phone again each time I switch. But then again, when I switch I'm on land and within cel signals. I'm assuming you switch the SIMs when you get to port.
The only other thing I can think of: are your SIMs from carriers that support the iPhone?
