Have you tried a different cable? Are you using the wall charger? If you are and it doesn't charge try charging from the computer. If the battery is totally depleted you will need to leave it on the charger for at least 30 minutes.
If none of that works make a Genius Bar appoinment at your nearest Apple Store.

you have to do the troubleshooting steps that deggie has mentioned just to be sure that the problem is really on the phone.
if its on the phone, you'll get a replacement (charges depends on the service site). if you're under the hardware warranty and no accidental damage or water damage happened to the phone you'll probably get a replacement for free.
