Not entirely, and impossible to comment further without knowing what Mac you have and what version of OS X it came with.
But for a start you cannot run OS 9 on an Intel mac.

My target machine is a Powermac G4 (867 mHz) that I bought new in 2001. I believe it shipped with a copy of 10.2 and Mac OS 9.2.1.
I purchased retail copies of Tiger and Leopard and installed them both sccessfully Leopard on top of Tiger. I've also installed 9.2.1 without problems via the bootable CD but not with Leopard running as the startup OS.
