who appears to have tested a number of usb 3 hubs. I think you may find that it is nothing to do with Belkin.
I have just found the same problem with a new USB 3 hub (anker) and am having to return it. You may need to wait until Apple get their act together to make usb 3 work properly.

Hi Robert, Thanks for this update. I have suspected that the problem could lie with Apple's implementation of Thunderbolt to USB 3 but this is the first indication that there could be something in it.
I bought a Belkin four-port USB 3 hub and this works perfectly. Disks have remained connected now for three weeks with no shenanigans. This difference, of course, is that this hub is connected to the USB 3 port on my MacBook Pro. The Belkin Dock, on the other hand, is using the Thunderbolt port and I suspect this is where the problem lies.
