There are no stupid questions on Apple Discussions, however, occasionally there are stupid answers.
If you have an iPad 1, the max iOS is 5.1.1. For newer iPads, the current iOS is 6.0.1. For the iPad Mini the iOS is 6.0.2. The Settings>General>Software Update only appears if you have iOS 5.0 or higher currently installed.

If you are currently running an iOS lower than 5.0, connect the iPad to the computer, open iTunes. Then select the iPad under the Devices heading on the left, click on the Summary tab and then click on Check for Update.
Tip - If connected to your computer, you may need to disable your firewall and anitvirus software temporarily. Then download and install the iOS update. Be sure and backup your iPad before the iOS update. After you update an iPad (except iPad 1) to iOS 6.x, the next update can be installed via wifi (i.e., not connected to your computer).

Your signature indicates you have iOS 4 on your device. To update those earlier version you need to run iTunes on the computer you normally sync with and connect your iPad. Select your iPad in iTunes and select General or Summary in the row of tabs. Ten scroll down to check for updates.
If you have an original iPad it will update to iOS 5.1.1. Newer iPads will update to iOS 6.0.1.

I'm trying to update my iPad 1 as well to upgrade the iOS, as I can't download apps anymore. The instructions listed here aren't working for me. I've connected my iPad to my MacBook Air; I've gone to iTunes. There's no Devices tab, but I can find Devices under File, but there is no Summary or Upgrade option. Has anyone done this recently and can give easy instructions to follow?

I'm going to assume you are running iTunes 11. Connect your iPad and when iTunes opens you should see your iPad shown in a tab on the right hand side of the screen towards the top. Click on the name of your iPad and you will find the Summary tab.
