What do you mean by "resize"?
On export you can change the dimensions (length by breadth) or the file size.

You are thinking of files - iPhoto does not manage files - it manages photos
You can set the size as the photo is used - print size when you print - email attachment size when you email - lots of size options when you export
What exactly are you tryihg to accomplish?

The Apple Preview program has an "adjust size" (dimensions) command. I'm learning the hard way iPhoto can't do elementary things like that so I will drag the program to the trash and delete it.

No you simply do not understand how iPhoto works - you have no reason to use it if you do not want to - you can use image capture to download photos to your desired location or use the finder - but maybe it would be worth learning how iPhoto works before you trash it
