Still not clear on what is actually backup regarding app. I have a app Runtastic and ExpenSense -- both of these apps allow me to enter in data, they create data, manage data, etc on my iphone. Clearly the apps are managing their respective data on the iphone. I back up every weekend. But, it appears the iTunes back up is not backing up the app data -- it backs up the app. But, where is the app's data in the standard backup? I've tried several times -- these two app's data is not being backup. What am I doing wrong?

How are you backing up, via iTunes or iCloud? iTunes does backup app data if the app allows iTunes to access it. iTunes does not backup applications, those are just part of iTunes and if you do a restore, then they are resynced by iTunes.
I believe you should contact the app developers support and see what they have to say about the data backup. Also, you say you got back no data, did you restore from backup, or restore as a new device?

Backup via iTunes on my computer -- Windows. Interesting note you mention "if the app allows iTuness to access it". I thought by default app+data was backup. I will be contacting the app developers. Is there any way to force iTunes to back up app + data. I did a restore from a backup.

I don't know of any settings you can use for changing backups in iTunes. The only reason I know this is I have read of other apps that do not have their app data backed up via iTunes. Again, as I said earlier, you would have to contact the developer.
