Unfortunately that didn't work. The app still closes when opened. I've already tried the following:
1) Turn off, turn on
2) Update of apps via iTunes on my laptop
3) Hard reset (as you've advised)

An app instantly closing is a sign that it is crashing.
Since resetting didn't solve the issue, you should restore the iPhone. Plug it in to iTunes, let it sync, then choose "Restore" from the iPhone's summary tab in iTunes.
You may have suspicious apps on your iPhone (Notes is not one of them as it was supplied by Apple). Be cautious about which apps you keep on your iPhone.
