I no nothing about Chrome--tried it onece and didn't like it--but Safari can do strange things if extensions are enabled. Go to Safari Preferences and click The extensions tab. For testing, turn off all extensions and see if the problem goes away. If it does, turn them back on one at a time. IF the problem comes back, your've found the problem child.
Are you running any third-party anti-virus or internet security programs? Most make a mess of Mac functions.

It's possible that this could be a problem with your DNS. It may not be resolving the address properly. Try going through the following troubleshooting article:
