My ipad 3 version ios 6.1.3 does not have personal hotspot option. In settings no such option is there. So I m unable to use 3G as hotspot.

Have you checked with your carrier to see if they support it on the iPad (some only support it on iPhones) and whether you are on the correct tariff with them ?
