I live abroard, so can not buy a phone with a US carrier.

No you do not - not in the U.S. anyway.
In the U.S., the full retail sales price for a no-contract carrier locked iPhone is the same as the full retail sales price for an unlocked iPhone.

With a locked phone I can't put a local sim card. Or does the phone
lock after putting in the first simcard? The original sim card still works in both phones

An iPhone sold as unlocked in the U.S. at an Apple Store remains unlocked.
