This is how I export to html and it works as you want.
Choose Share > Export and click HTML
To have the Home, Previous, and Next buttons added, select Include navigation controls.
Click Next, type a filename, specify a location for the file, and then click Export

I do not see additional options for output. (I am using Keynote '09.)

Creating an HTML Document
You can turn your slideshow into an HTML document that can be viewed with Safari or
another web browser. Viewers click hyperlinks to advance the presentation.
To export slides to an HTML document:
1 Choose Share > Export and click HTML.
2 Specify whether to export all slides or only a range of slides.
3 To create a separate image for each build stage, select “Create an image for each stage
4 To have a Home, Previous, and Next link added to each slide (as appropriate), select
“Include navigation controls.”
5 Choose an option from the Format pop-up menu to specify the image quality you want.
The better the quality is, the larger the file size is.
6 If you choose JPEG format, use the Quality controls to increase or decrease the
compression factor used for the export.
7 Click Next, type a filename, specify a location for the file, and then click Export.

Thanks Gary, trying it now.
I think I need to contact Apple, because I do not see most of options that appear in the dialog you sent me. In the one I see, the "Create an HTML document..." appears. After that, the only other option is "Movie Quality."

Did you find cause of limitted configuration for export to HTML? I've the same situation and don't know how to switch off navigation buttons in exported presentation.

I have same problem, no options showing except quality.
Also have problem with audio file playing on each slide. The audio plays OK on slide 1, but only plays for a second or two on remaining slides.
Also get very different results depending on whether I view the html presentation using Safari, Chrome, or Firefox.

I need to make a flip book and put it on a website.
The intention of the HTML export function was to make an online stills slide show, with a choice of either autoplay or click the mouse to go to next slide, no other functions available.
If you need anything further you will need an HTML authoring application.
