My girl friend went on holiday and she has an iPhone 4S and I use my iPad mini to contact her so I was just wondering if she needed wifi at all for me to contact her on FaceTime?

If her carrier will support using Facetime via cellular, then no, she would not need wifi. If, however she does not have a carrier that supports Facetime via cellular, then the only way to contact her with Facetime is via wifi.

If she uses factime on cellular data roaming it will be expensive.  IF she has a local SIM and the carrier provides for facetime over cellular data then it is possible and will cost whatever she pays for the data that comes with the sim.  I assume her phone is unlocked

If she has to buy wifi to message you , then it will cost her money to facetime you, since she has to buy wifi.

If she is on public wifi, it should not cost her. However, you mention "she needs to buy wifi", so that makes me think that wifi is not free? If she has not changed a SIM and is outside of her carrier's normal range, then she would be roaming, as Ocean20 says. This means that wifi is the only choice for Facetime. If she is able to get free wifi, then it will not cost, however if she is required to purchase wifi, then there will be a cost.

If you are sending the message via iMessage and she has cellular data turned off, then she will only get the message if she is connected to wifi. She will only be able to connect with you via Facetime when connected to wifi.
