I am having a problem reseting the duration of transitions in iMovie. Somehow, the duration of the transitions has been set at 0.05 seconds. The system will not allow me to change the duration.

Here are some things to think about.
If you go to iMovie/Preferences there is a setting called Display Time as hh:mm:ss:frames. If this is checked, time is in frames, as in 30 frames per second. If this is not checked, time will be in 10ths of a second.
Since your time is .05, that appears to be 5 frames or 5/30 = 1/6 of a second.
Also, a transition generally cannot be longer than half the length of the shortest clip to either side.
Some of the more complex transitions may need more than 1/6 of a second to work.
Another thing to consider is the setting for transition overlap. If it is set to full, a transition will make your movie shorter, because the transition "borrows" frames from the clips on either side. You can also set transition overlap to Half. In this case the length of the movie stays the same, provided you are using photos OR the event clips have some unused footage that can be applied to the transition.
