That's pretty much it. You can't designate numbers to be reachable at the lock screen, other than an actual emergency number like 911. Having a screenshot like you describe is the best solution.

I noted that someone suggested that Apple consider this as part of a software upgrade back in 2010, however, we know that this has not been incorporated into any new IOS versions to date. Pity. This would be a really great support to all apple users.

Having access to contact numbers stored in a phone without knowing the passcode sort of nullifies part of the reason for the passcode protection in the first place. However, I do support giving users more freedom, os long as they understand the possible negative consequences.

It wouldn't need to open up the contacts. Just designate a contact number as ICE and have it show up as option when you select emergency call.
