So I bought my new mac about a year ago.  I am now running OS 10.8.  I bought Garageband off of the Mac App Store but since my computer did not have the apple loops pre-installed when I open Garageband I get a message that says:

Thank you for purchasing Garageband '11 from the Mac App Store.  You are moments away from making music on your Mac.

Then it goes into detail about since my computer didn't have the apple loops preinstalled that they need to be downloaded at this time.

My problem is after the progress bar for downloading the apple loops is completed my application shuts down, and when I reopen the application the message appears again and the progress bar starts over.  I have tried 3 times now to delete Garageband and all of its data and redownload it.  My problem, however, is not resolved when I try this.  Any help would be great.  Thank you.

Are the loops and instruemts actually downloaded? Check the System Library.

You should see the additional contents in

    /Library/Audio/Apple Loops/

    and

    /Library/Application Support/GarageBand/Instrument Library/

If everything is there and properly installed, check

    /Library/Audio/Apple Loops Index/

There might be a file "Update Index.something.txt". Move that file to the Trash (but don't empty the Trash) and try again to run GarageBand. The problem might be, that GarageBAnd cannot write the Update result to the library.

If that does not help, run the installer manually as described by mteep:
