Aug 6, 2013 10:08 PM in response to HNW99by King_Penguin,Only computers need to be authorised to your account and are included in the count of authorisations, iOS devices (iPads, iPhones, iPod Touches) aren't included in that count. For the 'manage devices' section, neither a computer (though a computer needs to be authorised) nor a device has to be listed in that section to be able to buy new items, it needs to have iTunes Match, automatic downloads or have re-downloaded past purchases on it before it might appear there.
If you don't have any other devices that aren't listed in the 'manage devices' section, and neither do any family members with devices that are linked to your account, then you could report it to iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
