Mac OS XNo, as Allan says, you can't open Publisher files with any Mac application.
You can, however, install Windows on your machine - either running it under as a virtual machine using an application such as Parallels Desktop, or run Windows under Boot Camp. You could then install Office for Windows and use Publisher natively.

Version 4.0 or newer of Libre Office can open and edit Publisher files, this is fairly new, you may not have noticed it yet,
I tested it last week for another OP, it works very well, so finally there is a Mac application that can replace Publisher.
VikingOSX deserves the credit for finding it.
