Why can't you restore from the Time Machine backup to the mirror? I don't recall that being a Time Machine restriction.
Since you know you can restore to a single drive, then get another drive large enough to handle a restore from your Time Machine backup. Then recreate your mirrored RAID. Clone the single drive's contents to the RAID using Disk Utility.

Is each drive partitioned and formatted for OS X - GUID partition map and Mac OS Extended, Journaled format?
Do you happen to have any other single drive with OS X installed that you can clone to the RAID? Then all you need to restore from the backup are your files.

Yes, each drive is as it should be.
What I ended up doing was first, boot using the original Leapard server disc, then with Disk Utility create the RAID1. Then I installed a "new" Leopard server. Then I reboot back into the Leopard disc and restored from Time machine to the RAID1 drive.
