The cache is located in the Develop Menu. To show it in the menu go to Safari preferences and under the advances tab select show develop menu in menu bar. Then you can empty cache there.

First I would do a speed test to make sure your Internet is working appropriately. If speed is slow you can restart your router/ modem.
